I believe you are referring to the Duchess of Gloucester's Pearl Earrings.
Which the Duchess of Teck sometimes wore, simply as pendant pearls suspended from the diamond and pearl cluster stud (without the scrolling frame). However, these are now worn by The Queen with the scrolling frame - and the pendant pearls are smaller than these large ones which the Queen wore today.
It is important to note that Queen Mary and Queen Alexandra never wore, nor had a fondness for pendant earrings, thus beyond the ones they may have inherited, they never acquired anymore.
Crucially, the reason which means I have no doubts as to these earrings worn today by the Queen, as belonging to Queen Victoria is the fact that they were worn by the Queen in 1952.
Beyond the jewels that she was given as wedding presents, the only other jewels that the young Queen had access to were those "heirlooms of the crown" - as Queen Mary was still alive.
I see no reason to doubt that these earrings are very old and could date to Queen Victoria or even before, they could have been among the jewels that Queen Adelaide passed to Victoria in 1837, or indeed could have been amongst Queen Charlotte's jewels which were not returned to Hanover (as the majority of the jewels which were included in the Hanoverian Claim concerned Queen Charlotte's diamonds).
