Tiara bases cannot be removed without affecting the integrity of the structure, evidently when the frame is removed the tiara can be laid flat or draped around the neck, you can't remove it to sit better on the head, the cresting edge would splay too far and look even worse than it did.
Seems to me that someone didn't think to remove the tiara from the vault before the hairdresser arrived and then it was plonked on anywhere it would 'fit'... what hairdressers should do is work tresses of hair THROUGH the frame to hide the covered base, it's do-able but only by someone with skill, and I guess these days they're few and far between!
