Bestowing the Family Order is purely and only in The Queen's decision. She owes noone to give a reason why one female member of the family recieves the order and others not. BTW, also Princess Michael of Kent hasn't received the Family Order (up to now) and she's a member of the BRF for decades, while The Duchess of York's 'membership' was more a short one... . To answer your question maria-olivia: It is not known why the DoY never received the FO.
