It seems the major diadem was given in deposit at the Notaire Escargueil & Bouvat-Martin in Paris. It was reportedly stolen and the Duke of Parma got around 3 million of compensation. Apparently the Duke chose not to replace the stolen diadem. His children (the present Duke, Prince Jaime, Princess Margarita and Princess María Carolina) are well off enough to buy some jewels. Princess Carolina -for an example- is married with a scion from the Netherlands' most wealthy family. The De Bourbon de Parmes are descendants of Queen Wilhelmina and have access to the Orange-Nassau jewels and other properties ("to encourage that descendants of Her Majesty Queen Wilhelmina, Princess of Orange-Nassau, have access to the therefore necessary properties to execute the royal dignity" as the wording is of the foundation). Seen the very rare full gala events they attend, it is probably felt as a waste of money to build and maintain an own royal collection.
