Thanks for the picture i could zoom in on. Now it's clear that the central part of the hairornament is the brooch of the emerald parure. It's the same element that is part of the necklace and explains why Wilhelmina is wearing the emerald, diamond and pearl brooch with this set as she is wearing the actual brooch of the parure in her hair. Considering that Juliana is only wearing a few stars in her hair makes me feel that Wilhelmina is wearing a silk bandeau with the brooch of the emerald parure in the centre.
