That it is the brooch of the emerald parure is clear, just not what it is placed on. The pattern of the bit on the right you can see does not match the emerald tiara itself nor does it look like any other tiara i know. Could it be she added one of her Frisian diamond needles to it?
As for her face it was in the midst of the Hofmans-affair. This was the first time she was with the government since her abdication but she had to be present at Beatrix' 18th birthday dinner. Wilhelmina herself writes that she'll keep her face under control but that nobody at the table will be more moved than she is. She remembered her own 18th birthday and compared the situations. For Beatrix is was a frightning time as well. Had the marriage of her parents dissolved and Juliana abdicated (both were options) than Beatrix would have become queen at 18.
