I don't think this necklace is made from either Queen Emma or Queen Wilhelmina's saphire parures. It's too substantial for costume jewelry and may have been a gift to the queen or a purchase of her. We have seen her with other new pieces (the diamond and ruby floral earrings in the Carribean). Maxima clearly is a woman who enjoys jewelry. As a mother of three daughters she may consider new purchases as investments. Her husband is still very much in love with her so he might very well be using his increased income for some additions to her private collection.
