This tiara worn by Hermine, second wife of the Ex-Emperor Wilhelm, is not sapphire but - I quite sure - aquamarine. Indeed there are some black and white fotographs of Princess Hermine wearing this piece existing. I´ve seen them in a book and on the Huis Doorn-Homepage, which seems to be work not very well today. I couldn´t find them. But I´ve see an original portait of Wilhelm and Hermine at Schloß Burgk in Schleiz (Germany). This piece (or parure?) might has been convertible to tiara or bandeau. An inheritance by Victoria of Hannover is very unlikely.
