A tale of two fringe brooches? Archived Message

About two years ago, we discussed the brooch immediately below and concluded it was not Queen Victoria's Fringe Brooch simply photographed in unusual lighting due to the "double waterfall" and what appears to be a coloured stone in the centre. It was still up for debate whether this was part of a stomacher or not.

Fast forward two years, and I came across this painting of Queen Elizabeth below in which it appears she has attached a waterfall or some sort of fringe to the bottom of her Black Watch badge.

So, is the "tassel" left over from Queen Victoria's brooch detachable, or were some elements of the fringe left over after Queen Victoria altered the original piece which Queen Elizabeth decided to be experimental with?
