    If I remember correctly "The Queen's Diamonds" states that the center of the fringe brooch can be removed and worn on its own. That would mean that an alternate center could be used. As far as extra fringes are concerned the book also said that several of the fringe necklace/tiaras had been shortened, therefor there are extra fringes floating around. As regards the painting, I think it is probably artistic license. The rendering of the Oriental Circlet is not very good. Also Queen Elizabeth was not as creative with her jewels as her mother in law and is not likely to have added fringes to a badge (though even Queen Mary never did that).
