    Well it was the same at the Dutch Inauguration:

    1) The royals (also the foreign royals) and the court and the CD were all in full gala (floorlong dresses with decorations and the man in white tie).
    2) The new queen wore a tiara but all other woman wore hats or fascinators.
    3) The male members of the cabinet wore (jaquet) formal morningsuit (which according to the present Prinsjesdag dresscode cannot be combined with white tie...
    4) Most other guests just wore suit and tie and the woman short dresses...
    Did they send out 3 different sort of invitations?
    Unthinkable in for example Denmark!

    So one can hardly say yesterday evening at Laeken-Castle was a Belgian invention...

    I think they want everyone to feel at ease and no one has to go renting white tie.
    I believe that in Denmark all people who are invited at court are expected to wear what it says on the invitation.
    Thats why a lot of woman (even not-noble ones) wear a small tiara and all man wear white tie because it says so on the invitation:
    dresscode: white tie or ceremonial uniform
    Dames: "tiara recommende"
    I think in Benelux countries its more:
    "wear something decent"
