The link below brings you to a video and the dresscode for the banquet in the Royal Palace Amsterdam which was clearly white tie. Many Chinese guests all wore black traditional costume, it was a great match. There are also Chinese guests wearing white tie, by the way. Mrs Martine van Loon-Labouchère, the King's Grandmistress wore a diadem as well. The only ones in suit-and-tie were the interpreters behind the royal and presidential guests.
The Belgian State Banquet showed white tie, black tie (even Viscount Etienne Davignon wore a black tie while he MUST have a white tie in his wardrobe...) or just suit-and-tie (for an example Mr André Flahaut, the Chairman of the Chamber in his sweaty cheap-looking suit-and-tie talking with Mr Pieter de Crem, Minister of Defence, in crispy spic-and-span white tie!)... Surprise... Princess Astrid was there as well, with sparkling Savoia-Aosta jewels...!!!
