    I do not have specific information about this badge, but I think you might be on the right track.

    Indeed, in the Lancashire Infantry Museum's link which you have provided, the following passage has caught my attention:
    "The 1st Battalion [of the Queen's Lancashire Regiment] served two tours of duty in West Germany in the mechanised infantry role (...). Following the collapse of the Berlin Wall and the disintegration of the Warsaw Pact, and as if to set an appropriate and fitting seal on this critical period of World history, the 1st Battalion was the last British battalion to serve in Berlin 1992-94."

    So that would make sense that Queen Elizabeth II, during her visit to Berlin in 1992, visited this regiment and honoured it by wearing their badge.
