You are partly right. The last time Queen Silvia wore the Baden fringe Tiara was indeed on 9 October 2001, with a green dress, but it was in Moscow, during a State banquet hosted by President Vladimir Putin at the Kremlin Palace:
Queen Silvia has worn this tiara quite rarely, in comparison with the other tiaras in the Bernadotte collection (with the exception of the button tiaras, that she has hardly never worn). Here are the seldom events I have recorded in my files:
