Dear Arthur, Bjarne Steen Jensen tells the story of this pair of brooches in his book "Juvelerne i det danske kongehus". He dates these elegant brooches to the 1840's, and - like many other royal jewels - they came to Denmark from Sweden. The brooches belonged to Queen Josefina of Sweden-Norway, and they may have been made for her, or they may have been part of an inheritance from her sister, Empress Amelie of Brazil. Queen Josefina left the brooches to her granddaughter, Princess Lovisa, who went on to become the Queen Consort of King Frederik VIII of Denmark. They became part of the royal Danish family foundation, which Frederik VIII established in 1910, and have been worn quite frequently by all the following Danish queens. In Bjarne Steen Jensens book, there is a picture of Lovisa, when still a Princess of Sweden, in court dress for the state opening of parliament. Here, she is seen wearing the brooches, as it was originally intended - on the shoulders (to fasten her train).
