    We can reverse the question: why would the regiment have had three brooches made, while one is far enough?

    According to Wikipedia ( http://en.wikipedia.org/wiki/Welsh_Guards#Regimental_Colonels ), the Duke of Edinburgh was colonel of the Welsh Guards from 1953 to 1975. From 1975 until today, the colonel is the Prince of Wales. So that would make sense that the wife of the colonel (Queen Elizabeth II on the 1966 picture that you have posted, Princess Diana in the 1980-1990s and Camilla after 2005) is entitled to wear this brooch.

    And as the leek is a Welsh symbol, it is of course even more obviously understandable for Diana and Camilla to wear this brooch/badge, in their quality of Princesses of Wales (though Camilla, for the reasons everyone knows, chose not to wear this title).
