The 2006 visit was not a state visit, hence the different dress code. All state banquets in the previous reign were white-tie (though Queen Sophia only started wearing tiaras several years into the reign). I too am curious to see whether they will change the dress code. Spain has traditionally had many incoming state visits compared to the other monarchies (though sadly not in recent years), with plenty of opportunities to see glittering tiaras.
