Looking more closely, I can see that that part fits on top of the fur border of Victoria's robe. The rest of the bodice seems to lie under the fur. I wonder what the sparkly upper part is.
This beautiful portrait perhaps refers to her grandmother's formal portraits, given the robes, the column, and even the flowers, since Charlotte was a dedicated gardener. It is not really typical of Victoria's usual portraits.
