It does look like a brooch in the full length picture from Turkey but more like embroidery in the close-up one. I just find it very suspicious that the only times this "brooch" has been seen is on the exact same outfit & in the same position which makes me think it is embroidery much like the Irish Harp on the dress worn at the historic State visit to Ireland in May 2011.

It : looks like it is made of cristal sequins : embroidered on the gown. And we can also : notice that, on both occasions, this brooch : was worn with the same dress...
