I think Machine Man is a bit too mentally unstable at the moment for an Avengers team--he is starting to seem a bit psychotic.

I think she's too important to the T-BOLTS book right now, as the main voice of reason and morality among the other darker characters. Her role in the current team dynamic is too important to remove her.

Again, if Omega Flight ever gets going again, I think having Julia there would be fun--and it makes sense for her to be there right now, given her position on the SHRA. But wherever she ends up, hopefully they continue exploring her romance with Shroud...

Hmm. I'd have a hard time seeing that--usually the only way he tolerates being an Avenger is having Cap around. The West Coast team doesn't include any of the guys he would normally feel comfortable with (except maybe Blazing Skull, on your roster).
My WCA roster would probably look something like:
Hawkeye
Mockingbird
Wonder Man
Tigra
Living Lightning
Blizzard (trying again to be a hero after the T-Bolts dumped him)
