By the looks of it the French president doesn't have a tailcoat because as Arthur pointed out earlier he wore the morning suit jacket at the State Banquets in Copenhagen and Brussels as well (though granted, not with a black waistcoat).
Of course, in the old days the morning suit would be used by presidents for formal morning occasions like for instance a welcoming ceremony during a State Visit. But with that formality now (sadly) gone one would think that a tailcoat would in fact be used more by a Head of State as it is still the evening attire reserved for grand evening events, like a State Banquet (though of course that tradition is also dwindling).
In any case, it is an odd choice of attire.
The outfit of president Macron was quite baffling. He wore the jacket of a morning suit (daywear) with the black waistcoat of a smoking/tuxedo (informal evening wear) and the white bow tie and shirt of white tie (gala).
I've not seen the waist of the pants so i cannot judge to what outfit they belong.

And Maxima's 'Arabian' diamond pendant earrings, which were probably a gift from one of the ME rulers. Second time Laurentien has paired the tiara with these (modern) earrings.

But for God's sake, isn't there any protocol specialist who could tell President Macron that you don't wear a morning suit jacket in lieu of a white-tie jacket??? Macron already made the same mistake in Denmark and Belgium, it's ridiculous and embarrassing!
