The lowest hanging tassel - is hanging from the centre of a "diamond rope"... it is not the "left" tassel...
You see the right tassel - and then the middle tassel hanging from the middle of the diamond rope (as I described above) - so clearly there must be a left tassel hiding under the Garter sash.
Otherwise it would look really strange, if you only had a middle tassel and a right tassel - but no left tassel
