No, they are not. These two diamond brooches were photographed in 2006, prior to the planned auction of the late Grand-Duchess Joséphine-Charlotte's jewels (which was eventually cancelled by Grand-Duke Henri). As the Scroll Tiara appear on the same picture, we can safely assume the brooches do not come from the tiara.

The twin brooches are in the centre of the picture below, within the Congo necklace:



Some of the jewels above were eventually sold at auction, but I do not know if it is the case of this pair of brooches.
