My guessing for this situation is that perhaps the Empress was tired and unable to attend for whatever reason, due to her stress and anxiety health issues, and so it was decided that the Duchess would step down and this event would be turned into a gentlemens only.
If the Duchess was to attend the Empressīs absence would be even more noticiable.
