Don't want to spoil it for anyone but it depends on the dress code. Also In France Maxima did not wear a tiara because the dress code was business suits. I suspect the dinner in Suriname will be the same. But if the dress code is Black Tie we might see something shiny in her hair. Juliana visited as Queen in 1978 and she was indeed bejewelled but the circumstances were totally different then and the dresscode was evening dress.

I think the main distinction is that when it comes to a State Visit the size or wealth of a visiting or hosting nation Is unimportant. All deserve the respect and time.
I could see why certain circumstances would result in adapted behavior because seethingg went wrong

Wasn't there a similar remark when the president of a rather poor country was making a state visit to the Netherlands? She wore some massive tiara, and people were very positive about it, saying how much she wanted to wear her best to show how highly regarded the guests were.
