I agree with the two tier idea but was this mystery tiara assumed to be part of the Greville bequest? Is so, 1937 would be too early for this appearance on the Countess of Strathmore. I am also thinking if it was not part of the Greville bequest, was it given to Queen Elizabeth Queen Mother to match her wedding gift necklace that we now know was dismantled to make th Papyrus Tiara?
