I see what you mean, but I still think they could be the same. I think the tiara on Princess Charlotte is worn low on the forehead and with all spikes upright and close together. Tatiana seems to have them mounted with more space between them and it seems they are leaning forward at a certain angle (that's why it would appear less tall as well). I find it too difficult to say the tips are different, both photos are so blurry/old. I for one find the tips on Tatiana's tiara spikier than the other one... Just my two cents :-)
