On this picture of the pre-wedding ball of Crown Prince Frederik (later King Frederik IX) of Denmark and Princess Ingrid of Sweden in 1935, I do not see Queen Victoria's emerald and diamond tiara worn by either of the royal ladies present...
The lady standing between Crown Prince Frederik and Queen Alexandrine could possibly, judging from her face (but I am not 100% sure), be Princess Alexandra, 2nd Duchess of Fife; but she seems to be wearing her diamond fringe tiara, not the emerald tiara.
