I agree with your points Nellie. The decision that the Duchess would have acess to this tiara would most likely have been taken some time ago. The Duchess had to try to wear the tiara first, see how it would fit her head size, the best angle to be worn etc. etc.. We know that some tiaras are more flexible, others are not. I don't know how flexible this particular tiara is, it doesn't look flexible from the pics we've seen over the years. Finally the grey velvet on the base was removed and replaced by a brown one to match the new wearer's hair colour.
But I think the most important thing I get from all the jewelry display that we have seen on the Duchess of Cambridge on recent times is that I believe she and HM genuinely have a good personal relation. The Queen has lent her some very personal and significant pieces of jewelry, for instance the diamond bracelet she received from her beloved husband. I think this says a lot.
