I always thought this lapis necklaces was a modern piece made in homage to the ball. See here, according to this it was made by Van Cleef & Arpels. http://www.thejewelleryeditor.com/jewellery/couture-special-van-cleef-arpels-bals-de-legende-collection/ You can see in photos Alexandra isn't wearing it at the 1903 ball. this is the necklace she was wearing. It was made by Faberge in a big hurry for the ball and was all set in silver wire. In addition she also wore the large emerald you see at the bottom of the photo below. This is a 250 carat stone found in the Urals in 1835 She also wore this 18th century tassel necklace on her headdress. Alexandra borrowed heavily from the collection in the Kremlin for this ball. It was one of the few great balls of Imperial Russia she had a genuine interest in.
