It's a shame not some of princess Ingeborg's pieces went to Belgium. I think the Boucheron pearl tiara might have worked very well for the Belgian royal ladies. On the other hand, the Norwegians have managed to bring together a nice collection in only a few generations whereas the Belgians have let their quite impressive pieces go.

I think you might be right. She did not leave any of her big jewels to any of her Belgian grandchildren. Josephine Charlotte got access to the extensive Luxembourg collection so that may have been another reason why.

I was a little disappointed to read from Trond that Princess Ingeborg’s tiara contains white sapphires (and diamonds) and only cultured pearls. It would have been nice if it were made of more precious materials like natural pearls. The diamonds are probably the tiny white stones we see set within the hoop-like shapes? The white sapphires possibly the larger white stones?

So if the pearls are a later addition it was also the moment to completely redesign the previous piece. Not that that was uncommon, we all know Queen Mary of the UK changed many of her pieces into other/new versions.

But the Pearl and the diamonds surrounding them does not have dots. So, maybe an indication that they where a reuse and added later? Othervise why not continue the same design and craftmanship on all elements of the tiara?

You can see on this picture Princess Ingeborg's Boucheron Tiara in its original version, before the larger pearls were added. The picture is a bit blurry, but we can see that all the "loops" were then of even height:
The overall aspect of the tiara was not substantially modified when the larger pearls were added, but the three central "loop" motifs were cleverly altered, with small extensions into the diamond lines, to make the three central "loops" a bit higher so as to accomodate the large pearls. The extensions were carried out skillfully enough to go (almost) unnoticeable.
On the close-up picture of the tiara posted by JohnPete, I think some of these small extensions can be spotted close to the upper junctions between the central "loop" and the two adjoining loops (it is a bit more visible on our left side):
Besides that, I am happy to see that all the royal ladies displayed a big array of jewellery - notably, when the wearing of necklaces tend to become rarer than it was before, I am glad to see that Queen Sonja, Crown Princess Matte-Marrit, Princess Ingrid-Alexandra and Princess Astrid all wore necklaces.
And it is great to see that the young Princess Ingrid-Alexandra doesn't seem shy on jewellery: tiara, riviere necklace, earrings, and two bracelets!
Also, during the welcome ceremony of the Icelandic President, Princess Ingrid-Alexandra wore a diamond butterfly brooch on her white coat, which looks both antique and lovely. Has anyone information about this brooch? (I don't remember to have seen it before on any other royal Norwegian lady):
