It is clear from the phrasing in The Queen's Diamonds that within the royal family, historic jewels are no longer "gifted" they are simply "loaned". The main case being 'The Greville Tiara' which has been worn solely by The Duchess of Cornwall since 2005, which in the past we would have assumed meant it had been gifted to her. Now however, perhaps due to the lessons learnt from the numerous divorces of the 1990s, family heirlooms are simply loaned. Thus it could be the case that 'The Duchess of Teck's Tiara' has never actually been worn by The Duchess of Cornwall. It is simply in her possession, in a safe at Clarence House; and maybe one day she will wear it.
