I am not dutch, therefore no expert in this particular ceremony, but I think the ladies are symbolicaly bowing to the dutch flag. It makes sense since flags are The national symbol of a country above all things. In one way or the other I think all heads of state (may it be monarchs or presidents) pay respects to their national flag at some time.
Perhaps some other poster can give us an accurate perspective of this ceremony? Thanks.
