I think it is kind of strange that so much attention is given to the prevention of damaging the jewels (the pouches) but when the stones or pearls are mounted to the frame, these will rattle and bump against the diadem? The same counts for similar diadems as the Cambridge Lovers' Knot.
Another thought: the Queen must put great trust in her staff. The jewels went to many hands during her long Reign, lots of jewellers, dressers and others have taken care of the Queen' s jewels. It looks easy to replace diamonds by swarovskis, to exchange the natural pearls in the pouches by fake ones, even to deliver the pouches back, empty. The Queen must put great confidence that the jeweller wil always open the box, control pouch after pouch that all is complete.
There are so many sad stories of stolen jewels from royal and noble families. One can not be careful enough...
