I do not have the image that the Court Jeweller (Garrards or Collins) has a control on the jewels after each event. There must be a servant at the palace (at least, I hope there is) who has the repsonsibility to check and control the "distribution" from the collections.
This means that when the Queen's dresser or a lackey hands the box with the Vladimir Diadem back, this servant controls the diadem and opens all the pouches one-by-one to be sure the real stuff is complete and in good order...
