It is Empress Maria Feodorovna of Russia née Princess Sophie Dorothea of Württemberg (1759-1828), mother of Queen Anna Paulovna of the Netherlands née Grand Duchess of Russia (1795-1865).
There is a very old diamond rivière in the collection which once belonged to this far ancestor of the Queen. I can not say which one of the rivières is the russian one.
