In respect to the William IV "order", these have also been referred to a presentation plaques, and one included in the latest Christies's jewel auction.
The additionally illustrations in the catalogue, include the oriignal sketch in the jewellers ledgers, which hint that it was originally intended as the centre-piece of a flexible gold mesh bracelet, as was very en vogue in the 1830s.
(Another very similar bracelet of this style was present to Princess Alexandra upon her marriage in 1863 by the Duke of Cambridge ... this clasp is said to date from the same era as the William IV plaques)
