I think it highly unlikely that there would be any effort on the part of the Princess Royal to convert an unwieldy choker into a tiara. The expense, the changes to the mounting, etc, would be out of character, particularly when there is a perfectly good, and unused, tiara belonging to her grandmother. Sentiment and practicality would indicate the tiara. Further, the choker is deeper than the tiara. I would have to say that the double meander tiara is the most likely answer to the Princess Royal's tiara.
