Being in mourning meant she had to wear mourning for gala events too. I guess that this tiara mentioned and possibly other jewelry came from the vaults of Buckingham Palace and went there again afterwards. Most probably never having been aired ever since. There must be mourning jewelry in The Queen's vaults we don't know of.
