I think its usually done in royal houses. Some years ago I read an interview with Queen Sofia of Spain. The interview was held sometime after King Baudoin's death in Spain. When the spanish royals were informed of the Kings death they rushed to Queen Fabiola's side already dressed in mourning. When asked about that Queen Sofia said that it was costumary that they always carry some black clothes in their lugage wherever they go. If a tragedy or a death in the family occur they would be able to appear in public dressed in mourning as soon as possible.
