Indeed, since Queen Juliana has handed over her major jewelry into a Foundation it is technically no longer owned by a person but by a legal entity. However the Bearer of the Crown is the 'bestuurder' (executive) of the Foundation, so now King Willem-Alexander is the one in charge.
Under Queen Beatrix, in daily practice only four ladies have extensively used the Foundation: - Queen Beatrix - Princess Máxima - Princess Laurentien - Princess Margriet
So very now and then have used the Foundation: - Princess Mabel of Orange-Nassau - the Duchess of Parma - Princess Maria Carolina de Bourbon de Parme
The other ladies in the family have very rarely or even never used the Foundation. The Investuture on April 30th was just an event once in decades and should not be used as an example, I think. Now there is a new situation. We have a new King, in eight years the Princess of Orange will reach the age of 18 years, Princess Beatrix and Princess Margriet will most likely not attend gala events that often anymore in the coming years, major weddings or jubilees are past so the frequency of jewels will probably slow down now.
