The foundations in the House Orange-Nassau in general have the wording that it is meant to provide the necessary funds or properties for descendants of H.M. Queen Wilhelmina "in the execution of the royal function". In practice: Princesses of the House Orange-Nassau and Princesses of the House Bourbon-Parma who are descendants of Queen Wilhelmina. They are the only ones still having an "execution of the royal function" sometimes requiring major jewelry. It is not that the jewels are widespread. The use is still pretty exclusive to a very few ladies. For the House Bourbon-Parma it is a blessing that they still have this possibility thanks to the generous policy of the Orange-Nassau foundations otherwise they would have been left without any major jewels, funds or properties.
