    OK. Queen Mary probably gave her own fringe tiara to Elizabeth with the best of intentions. Elizabeth would be needing a more formal looking tiara while she continued to be the wife of the heir.

    Perhaps some courtiers helped to keep some safes locked up by using delaying tactics. That would fit I think. This is all speculation on my part, of course.
