    I was looking for information on some earring and...I may have found something on this brooch (but not 100% sure.)
    Do you have a copy of Leslie Fields' The Jewels of Queen Elizabeth II?
    If so, go to the pages for Queen Victoria's Diamond Stud Earrings.
    There is a picture of QM with a brooch at her collar that looks like the brooch you have asked about on her hat.
    It says that it was one of QM's purchases from the estate of Empress Maria Feodorovna which has since passed through to Princess Micheal of Kent.
    Sorry I do not currently have access to a scanner.
    Maybe someone else has this picture available.
