As for the Hohenzollernmuseum: Schloss Monbijou in Berlin was used to display parts of the royal collections from 1820 onwards until it was opened as "Hohenzollernmuseum" for the public in 1877. The museum survived the end of the monarchy, but was destroyed by fire in 1943. Most of the collections was already evacuated at that time, but scattered to the wind. I've found several copies of the official guide to the museum from 1905 onwards online. Unfortunately they are not really accessible, but at least one record (from 1927) allowed to search for "Strumpfbänder" (garters) and the (rather short) excerpt showing up mentions regarding room 46: "(...) An den Wänden Frauenporträts, charakteristisch für die Moden des ersten Drittels des 19.Jh. Stickereien aus dem Ende des 18.Jh. Strumpfbänder der königlichen Bräute, die bei den Hochzeiten verteilt wurden." So apparently it was custom to give these garters away during or at the end of the wedding, while one remained with the family and was later displayed in Monbijou.
