I agree. The white bows are used to fasten the collar of the Order of the Garter. The collars of British orders are very large, contrary to the collars of most continental orders, so they could slip over the shoulders if they are not fastened.
Nowadays, these bows seem to be still used only with ceremonial robes. When the holder of the collar is wearing a uniform, it is possible to fasten the collar with the uniform's epaulettes, as it is the case here with Prince Philip:
