Good eye Gwynnan I think this is because HM was attending somewhat, more private evening events - in cobalt blue her 80th birthday at the Royal Windsor Horse Show and in the light blue to QEQM's 101st birthday.
If you look back you will notice that this is often the case where, in a long evening gown and without orders, HM will not wear a brooch. This is be no means a steadfast "rule", but is often the case. Sometimes she may wear a badge of a regiment or association related to the event she is attending.
