    Of course, the brooch is meant to hold the sash of the order (here the Royal Victorian Order) in place, so that the sash will not slip from the shoulder of the wearer and fall.

    But it would be more usual to pin the brooch a bit lower, on the breast, so that the brooch can be seen better. And she could add another small brooch at the back to fasten the sash perfectly.
