I am rereading Twining 1960 - and it is quite confusing. I need to spend more time on it. I have always found Twining quite hard to understand clearly for the section on jewels left to the crown, because it is part of a broader discussion of an inventory of 1901 and supplementary lists. I believe Menkes [1985 and 1989] did her best from the Twining work but did not necessarily clarify everything. There were pieces already identified as crown jewels in 1858, after the Hanoverian Claim, in a new inventory "Regalia in the Tower of London. Also Crown Jewels in the possession of HM Queen Victoria".
I like to think the cockade was one of those crown jewels but that is my guesswork only!!
