Queen Mary's biographer, John Pope Hennessy, noted that there had been a dispute between Queen Mary and Queen Alexandra over jewels which were designated for the use of queens.
I presume that, because she was fond of the Regal circlet or perhaps as a symbol of rank, Queen Alexandra commissioned her own after she had to give Queen Victoria's Regal circlet to her daughter-in-law.
